Wingecarribee Shire Councillor Rachel Russell has lodged a Notice of Motion for Wingecarribee Shire Council’s Meeting on Wednesday to support Council to assess the best value for ratepayers in how Council delivers its services.
The Notice of Motion is that Council directs the General Manager to provide Councillors with a revised Resourcing Strategy 2025-2026 that includes the assessment of best value for money in service delivery in accordance with the Risk Policy adopted by Council in June 2026.

Cr Russell said, “I want to make sure we’re aligning our Resourcing Strategy with our Risk appetite, and our key focus area of ‘Financial Management and Operational Efficiency’.
“Our risk policy is clear: we’re committed to seeking opportunities to enhance service delivery and ensure value for money for ratepayers. Let’s walk our talk”.
“For example, let’s do a cost benefit analysis on rebuilding our works department to fix roads, kerbs, guttering and tend verges. Last year, Council adopted management’s proposals to establish multiple large panels of contractors, across many different areas of service delivery. We need to assess the strategic prudence of this approach for our short and long term financial sustainability. We need to do the business cases,” Cr Russell said.
“I’m advised in a regional area, contracting out service delivery can cost 50-200% more. Let’s find out.”
