Wingecarribee Shire Council has been advised that a Court appeal has been lodged by the proponent, Plasrefine, against the State Government’s Independent Planning
Commission’s (IPC) refusal of the proposed Moss Vale Plastics Recycling Facility.
The appeal has been filed in the Class 1 jurisdiction of the NSW Land and Environment Court.
Mayor Jesse Fitzpatrick said, “Council maintains its strong opposition to this proposal and trusts the integrity of the legal process.

The IPC’s assessment was fair and thorough, and informed by significant professional and community input. Many residents are understandably disappointed and frustrated to see this matter return, but Council’s position remains firm.”

Should the opportunity be afforded, Council will participate in the Section 34 conciliation
process and provide both verbal and written submissions to reaffirm its previously stated
opposition.
A Mayoral Minute on this important community matter will be provided at the Council
Meeting on Wednesday 16 July 2025.
