The Vincentia Residents and Rate Payers Association will remain a Community Consultative Body of Council after a motion to remove it's status was struck down last night.
A number of concerns regarding compliance have been raised including a lack of attendees at the associations recent AGM.
There have also been concerns the association does not have the numbers to accurately reflect the viewpoints of the Vincentia community.
Shoalhaven Mayor Amanda Findley says she didn't support the recommendation.
"I think it's an extraordinarily difficult thing to do and that is to create an organisation that's reflective of the whole community", Councillor Findley said.
"There's always going to be special interest groups, there's always going to be demographics of groups that have higher representations, particularly in the Shoalhaven", Councillor Findley said.
"Community consultative bodies are just one way of getting the message across to Council", she said.
