Organisers of this year's Anzac Day dawn march at Greenwell Point have been left shocked by an announcement Royal Australian Navy personnel will not be marching.
It's understood it's about an occupational health and safety issue, with personnel not allowed to march in the dark.

In a statement the Defence department has promised HMAS Albatross will work with organisers to find a solution.
